THE ROLE

AMD is seeking an experienced Export Classification and Licensing Program Manager to lead export compliance efforts, ensuring adherence to U.S. export laws and regulations. This individual contributor role focuses on ECCN classification, export licensing, and the development of procedures for product, software, and technology classifications. The position requires staying informed on regulatory changes, training internal teams, preparing reports and presentations for product rollouts, and maintaining strong relationships with U.S. government licensing officials.

THE PERSON

The ideal candidate is a highly skilled export compliance professional with deep expertise in semiconductor or electronics classification and licensing. They have strong analytical abilities, excellent organizational and communication skills, and the ability to collaborate across internal and external stakeholders. Experience with U.S. ECCN classification is essential, and knowledge of classification regimes in the EU, Singapore, China, India, Malaysia, or Taiwan is highly desirable. This person is proficient in trade compliance tools, ERP systems, and due diligence screening tools, ensuring seamless compliance operations.

KEY RESPONSIBILITIES

  • Investigate and analyze data related to product categories 3, 4, and 5 parts I & II to determine ECCN classification and licensing requirements.
  • Draft and submit export license applications and Commodity Classification Automated Tracking System (CCATS) requests.
  • Develop and implement protocols for export classification and licensing to ensure compliance with U.S. export laws and regulations.
  • Ensure all export activities comply with applicable laws and regulations.
  • Collaborate with internal and external stakeholders to ensure export compliance.
  • Establish auditing procedures related to product classification and licensing.
  • Provide training and guidance to internal teams on export regulations and procedures.
  • Monitor and track changes in U.S. export laws and regulations, ensuring timely updates to business practices.
  • Review and approve export agreements and relevant compliance documentation.
  • Maintain relationships with U.S. government officials and relevant regulatory bodies.
  • Prepare reports, documentation, and presentations as needed.

PREFERRED EXPERIENCE

  • Extensive experience in ECCN classification and CCATS/license submissions, preferably in the semiconductor or electronics industries.
  • Familiarity with Harmonized Tariff Codes is a plus.
  • Proficiency in SAP Global Trade Services (GTS), including legal control, classification, master data, and reporting.
  • Strong analytical and problem-solving skills with a thorough understanding of export regulations.
  • Excellent communication, organizational, and project management skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Commitment to customer service and experience working effectively in a team setting.

ACADEMIC CREDENTIALS

  • Bachelor’s degree in a relevant field or equivalent experience preferred.
  • Additional certifications in trade compliance or international trade are preferred.
